Just two gallons of denatured alcohol to one gallon of Shellac.
You need the same mixture with flakes, you take (I think ) it’s 2 pounds of flakes and put it in a gallon of denatured alcohol. Let the flakes dissolve, it might take 15-20 minutes if you keep stirring. Then add that to 2 more gallons of denatured alcohol.
For practical uses flakes dissolved is the same as premixed. In reality it’s slightly different. The factory uses something different to denature the alcohol. What ever they use gives the shellac a slightly better storage time.
