Exhaust exit out the rear and a leaky rear hatch will do it. Wonder if the upgrades for poliece service have anything to do with it since it is at the moment only with that department. Bet it is not a ford problem.
Since this only seems to be happening to police cars I am going to say it's an up-fitter issue, I have seen many a police car with issues related to how they install equipment. Remember, lowest bid wins the contract.

This article mentions both faulty equipment installations and cracked exhaust manifolds. The nhtsa is expanding their investigation because of the number of consumer complaints.

Last time around it was the exploader tire fiasco that got us all TPMS. CO detectors may be next.
on the comment section of the article, somebody mentioned if the lightbars are causing enough turbulence to disrupt the normal flow of air that keeps the exhaust away from the car.
I happen to wonder if these cops are getting poisoned while sitting on the side of the road, that would point towards the cracked manifolds above and poor installation of police equipment
