It's not a very expensive chair, but I would like to make it look nice.
Rustoleum? Hammer-finish if you want it to look good without alot of work.
Seriously, there's a product for old furniture that you can rub on. It's color-matched, and it really makes a difference with minimal effort and cost. I'm sure it's not permanent, and it's not a cure-all, but unless you just want a project I'm not sure I'd go through too much effort.
Chemical stripper, fine steel wool, more stripper, more wool. Fine sandpaper. Smoke a lot of cigars. Stain or not, 3 coats of polyurethane and fine steel wool fuzz and bumps out between each coat. Furniture wax.
At least that's how my 77 year old Dad has done it for 50 years.
I just painted a vanity and chair for my lady, got both for $30 on craigslist. They had old E36 M3ty paint. I sanded with 100 then with 150, rattle canned primer on, let dry, sanded rough spots, rattle canned with black paint, let dry, and did two more coats. Added brand new hardware and she is happy as a clam, they look brand new!
