The first drink bought for me on my 21st was a double shot of tequila. However my first drink on that day was some of the moonshine a family member use to make.

Alternatively, order up something my friends and I concocted one drunken evening - half Butterscotch Schnapps & half Coconut Rum. We call that "Buttery Nuts." :D
Why start her off with nasty swill? Shots are for dumping cheap crap down your neck so you can get E36 M3faced on a budget. You are begging to have her blow chunks on you.
I recommend a good vodka martini, Manhattan, Gin & Tonic or just 2 fingers of a fine sipping tequila or 12+ yr old scotch/cognac.
Bourbon, if you're talking straight liquor. Otherwise:
Four Horseman is always a classic. Take four of your favorite liquors and put a half shot of each into a double shot glass. Absolutely nasty. The best faces usually come from Jaeger, Bacardi 151, Peppermint Schnapz, and the nastiest whiskey we can find.
Irish Car Bomb is always a fun one.
Usually only the first shot is free on your birthday and she has no problem handling her alcohol. Also we are just friends so I have no devious plans behind this.
If the shot it to start getting drunk, go cheap.
But if the shot is to start enjoying the finer things... well, in a proper sniffer, there are a lot of choices. Which depends on the bar you are going to.
For me, though, little is better than a nicely aged bottle of Barolo (I'm a wine person, not a liquor person- I keep trying, but just can't find the right one that agrees with my pallate).
IMHO, if you are going to get buzzed, or lightly drunk, you should enjoy it. And it should not be some fofo drink. Something an artisan made for your enjoyment- wine, beer, proper brandy, congnac, etc.
But that's just me. I like being a snob.

ps- if you do go that way, SIT AT THE BAR and talk to the bartender. After they do the proper age check, good ones will help find the right drink, and many will allow a taste before buying. We have the best experiences talking to the bartender in great restaruants.
