Seems like you could just add a trim ring to look like that after mounting the tire instead of forcing it over it. Like a retahd hubcap ring.

It's probably a reverse mount. The drop center is on the back barrel and the front barrel has a bigger diameter.

And how they inflated the tire well sort of:
Kawashima: The inner side of the tyre is beaded as normal, and it has 600kPa (almost 87psi) of air to keep the outer tyre bead on the rim. I drove it here on Friday night from Tokyo on the expressway like this.
