Yes, but a lot of the capacity is currently idle and somewhat moth-balled. There have been rumors of some plants getting ready to restart, but it will take time as well as some waiting for them to wait for things to stabilize and determine if they can operate and make money. 

Sort of how rising oil prices pushed domestic drilling projects, but when prices crashed a few years ago a lot of those companies downsized considerably or went away entirely. With the recent creeping of oil back near $70, some of those drilling projects may be viable again, but I'm sure the companies are more cautious.
