This. That's actually the economic theory behind this type of stimulus, namely that people who generally are at lower income levels are more likely to 'pass through' the money, which helps a lot of other people. There's a bunch of solid economic research behind this type of economic stimulus.

If we are going to hand out money that does not exist, why not send me a couple of million so I can REALLY go out and kick start the economy?

If it were me, I would be handing the $$$ out with the food basket for those lined up because they need it that bad. 

I believe that 17 years olds were added to this round of stimulus, also if you were 17 and turned 18 during the year you will be able to claim a credit for the 18 year old and get the stimulus on the back end so to speak. 

As a tax stand point the 2020 tax season is going to be a E36 M3show. For people with 17 year olds and split custody, I claim my children on alternate years, both parents will get to claim a credit for the children. It's going to be an absolute cluster.
