I thought Kevlar protected against knives and other piercing objects? I mean, a 9mm with 382ft-lbs is a lot more than a knife at like...130 ft-lbs and thats a knife wielded by a large man with good reflexes and a near perfect swing, something I don't think would happen.
Another element as well would be the attacker's ability to hit you from a distance (like running away) with a gun, where as with a knife, you could intervene and retreat.
My go-to "save someones ass from getting beat up" tactic is to grab a chair and start swinging.

Of the 8 types of crime tracked in that report, that is the only one to have seen an increase. The rest have gone down. 7/8 is pretty good.
I believe the original point was that there is actually less wrong with the world these days than in the past. The data you linked seems to support that.

Knives and bullets work differently. Different materials are better at stopping them. A bullet is pretty much a tiny bludgeon that is high energy with low force behind it. The best way to stop it is with a material that will absorb the energy. A knife shears and is low energy but with relatively high force behind it. The best way to stop it is to deflect it.
Kevlar has high tensile strength, but is fairly easy to shear.
In the UK, police officers are much more likely to be stabbed than shot, so standard issue for British police is to wear stab-proof vests rather than the typical bullet-proof vests that American police wear. http://en.wikipedia.org/wiki/Stab_vest
