My guess: the wheels are two or three piece types. They then assembled the wheels with the tire between the halves. I wouldn't be surprised if they were sitting in the shop, drinking cheap sake, looked at a bare wheel half, then a smaller tire, and said, "I wonder..."

I laughed so hard the first time I saw that car in person that I actually had to pull over and park.
regarding the Celica--I remember a Pro Street Ford Tempo in Hot Rod in the 80's that had a similar treatment--full Pro Street, but FWD.
As for the demon camber car
Rick Dobbertin did something like that in the 80's, too. His was RWD, though.
I guess his actually worked.
