I want to build one on the cheap, but I just haven't found a dirt cheap Green Machine to steal the front wheel assembly from yet.

If you use gravity or an engine for propulsion, they do. If you want pedals, the easy button is a green machine front end grafted to a bicycle fork.
Unprotected rear chain drive just behind the seat pad, right where your nuts would land if you slid off...what could possibly go wrong?

Go to Youtube and watch some of the videos of people wrecking themselves on drift trikes. It's fun right up until you drift into a brick wall.
our town has an annual soapbox derby on a local hill. It's a community-spirit type event with costumes and rickety pieces of crap. So I'm thinking...
...What happens if you build a simple 4 wheel cart and make all 4 wheels PVC covered drift wheels? It's a pretty steep hill...pavement's a little rough... do you think it would be as controllable as, say, an ice racer? I've seen the powerwheels downhill drift videos, but I'm thinking about a really wide wheelbase and using PVC caps on the tires that have a beveled outer edge so they don't catch a lip and highside you..
Think that's survivable?

That applies to most of the amateur drift videos you find on the YouTubes.

I've got a really nice atc70 with a roots blower that I'm trying really really hard not to turn into one of these. I keep thinking that if it's got three wheels, it might be not incredibly difficult to make street legal. Dumbest idea ever but it would be fun on quiet roads. I wonder if 6volt charging system would power some cool led head lights.

Unless you have some sort of grip or propulsion on the front end to steer, you'd plow magnificently into the nearest solid object and earn the nickname uncle cripple, i would think.
The local go kart track runs a drift night by sleeving the rear tyres of a couple of the hire cars. Much hilarity happens.
There's quite a few YouTube tutorials that show you how to build from a bmx. I imagine making a crank powered front wheel wouldn't be overly difficult if you wanted pedal power. Personally I'd like to try and make one from a 24" mountain bike.
That said, some guys down the street from me found putting an engine or pedal power on their trike to much like hard work and just towed each other up to speed behind a car. I kept waiting for the sounds of flesh splater to occur.
