The US Navy has had the ASROC since the 60's, which is basically a rocket with a torpedo on it (for killing subs), so it makes sense. The pic of the winged torpedo looks pretty much exactly like the glide kits they put on JDAMS and such to extend their range. (The Russians are using them now also).
I guess a stand off torpedo makes sense for anti-ship. Ships have a lot of defenses against missiles, not so many against torpedoes.

Yeah, not really as dumb as it sounds. These will be used by anti-submarine (ASW) aircraft. Normally torpedoes have to be dropped from very low altitude (<100ft?), the wings let the torpedo do a HALO jump out of a plane flying at up to 30k feet.

As a comparison: if you don't provide any explanation or context, a "ground launched bomb" sounds like you are using a trebuchet to chuck a 250lb hand grenade.
