I wonder if he was even aware this was going on. I'm thinking he paid someone to deliver water and dude was just filling up at the hydrant. Magnum probably had no clue why he got a cease and desist order.
Wait a minute.
All this time, Higgins wasn't Robin Masters. He was really Yelburton, who...
...worked for the L.A. Department of Water & Power in Chinatown.
This can't be a coincidence.

that's what i thought immediately, with all the water delivery trucks we have running around here.
on another stupid note, i got a few cases of niagara bottled water to keep in the truck for work. then i noticed it's bottled in california. how do they let bottled water companies bottle up their precious water and send it to me in the great lakes region with all the fresh water i can handle?
So they spent $22,000 to investigate the theft of 48,000 or so gallons of water?! I would be pissed if I was a rate payer in that water district.
I'm surprised that some hot young actress didn't run in and warn him about this, in the final performance of her acting career.

Why don't you buy water bottled locally?
Do Californian land owners own the ground water below their land? I seem to recall they don't.
I've got so much water below the surface on my half acre lot, I pump it out of a sump in my basement to the ditch in the front yard!
It is my contention that the water that Tom has been accused of stealing was probably bought and paid for in cash or other means on the non-public back channel. The public got wind of it and now the excrement will be finely chopped and well distributed on the lower rungs of the ladder. Whomever has the least knowledge of where the bodies are buried will bear the brunt of the flying excrement. Judgement will be delayed until some other travesty comes along to distract prying eyes, then it will be back to business as usual.

On the plus side, it sounds like there are lots of job openings for water detectives.
Orson Welles is gonna be cranked.

You can do that at my house if you want to.
BTW, he did an interview on the Ellen DeGeneres show recently where he talked about it.
He has five wells on his property that are running dry and he has a small water truck with a 1,200 gallon capacity to supplement what he needs.

My bank account is a bit parched as well but if I just took a small bag to the bank to supplement my needs I wouldn't be surprised if I was told to stop.

Hi Wally,
This is true…I’m not defending his actions, I’m just sharing the information that’s coming in.
