I think you need to be more specific concerning which dumb idea you are referring to. The idea of selling guns to Mexican drug cartels was created during the Bush administration under John Ashcroft. It was Holder's dumb idea to stonewall Congress on it and cover it up.

Continuing it and subsequently stonewalling. He's the only USAG to be held in contempt of congress as well.

The big difference was that Fast and Furious' predecessor was done with the knowledge and co-operation of the Mexican government. Holder and his crew never bothered with that detail.

Clarification: Project Gunrunner was started in 06

Operation Wide Receiver was created during the Bush Administration in 06. It involved tracking devices built into the guns, a low number of guns(300-400 depending on who you ask), and actively working with Mexican authorities to show up at sales meetings and arrest the sellers and buyers. It was shut down in 07 after they found out that tracking the gun was borderline impossible, since the tracking devices either didn't work well or were easily found. It also resulted in 0 deaths.

Operation Fast and Furious was started in 09 and involved the ATF getting gun stores to allow straw purchases to known gun smugglers and attempting to nab entire trafficking groups instead of just low end buyers, a high number of guns(2k according to the ATF), and was done without the knowledge of Mexican authorities. They lost track of the majority of the guns almost immediately, and didn't go after the straw purchasers. It was shut down in 2011, pretty much once information about it became public. It's responsible for a few hundred deaths at least, on both sides of the border.

So while yes, the main idea was thought up during Bush, F&F is completely Holders baby. And the Debacle(tm) is some of Holder stonewalling Congress, covering it up or just outright lying about it, it's also because the DOJ is responsible for a program resulting the deaths of quite a few people. It's not just Holder who needs to be in jail about this E36 M3, every single higher up responsible for making decisions related to the project needs to be arrested just on gross negligence alone.

E: Clarification, of course, is because once people found out that there was a similar program being run in 06, they immediately started saying F&F was Bushes program.
