Typically its street racing where rather than trying to pass your opponent on a mountain pass, you simply just want to put more space between him and you.
Sounds like it's been hijacked for more legal events.

According to the description, I participated in one and didn't know it.
The last hill climb I ran. Coming down was more fun than going up.
