we're going to need some boundary conditions

how fast? how much can you spend? technical ability (I'm guess low?) car's general condition (would a basic tuneup help) etc...

Add lightness.

Depends how serious you are, but weight removal is the best way to improve both power and handling.

Isn't that a 7AFE? A noticeable increase in power on that for a grand is going to be tough. Again, depending on your wrenchin' and fabin' skills, ideas are: Turbo, supercharger, 20 valve motor or head, nitrous, combinations of those. New computer will be needed for anything except maybe the nitrous. Megasquirt. Otherwise, that car can be made pretty fast by pushing it down a very steep hill. Anything else besides a good tuneup will be "yeah, that feels faster to me."

'I want it to be faster'. That's great, but are you planning to autocross etc? Reason I ask, a seemingly simple mod can rapidly bump you into a class where you might not want to be!

The most bang for the buck is an engine swap or forced induction, but that's difficult to do properly on a $1k budget, $2xxx Challenge cars notwithstanding.
