That's pretty cool. Looks like PVC pipe for the rear tires. Around here it would have to be the electric version, no hills. 
If I show this to my 9 and 13 year old boys, I'll never hear the end of it. 
I've seen the towed by the van one but the motorized version is new. Must own one now.
