I see that fairly often and never thought about it. After the fast food joints I worked in when I was younger I'd say it has a 98% chance of improving something, for a while at least until the new manager gets complacent or bored.
I would look for more tantalizing prose to communicate the same message. It would probably involve tits ¯\_(ツ)_/¯
On a same but different topic , one of the things I learned while building the Molvo is how fluid car parts stores can be with pricing. I used to go to whatever store I was driving by with no real loyalty until my friend suggested opening an account where he bought his parts. I learned that the "Walk-in Gouge Factor" was removed and 15% off list or marked price was automatic. New management might be open to new accounts.

There's a tire shop literally across the street from my office that's pulled some shady crap on my both times I've tried to patronize their place of business. It's a shame since the location is so convenient.
If I saw that sign out front I'd give them another shot, but until then, nah I'm good.
There was a coffee shop I used to go to that was sold, and the quality went down significantly. They did not advertise the fact it was under new ownership.
After about a year, after I'd stopped going, they had the "under new mangement" sign. Just a small note in the door. I started going in again. Quality went back up.
That is the only time I've noticed it.
"Hey honey! Remember that motel out by the interstate where all those people got stabbed? It's under new management!"
