Sounds like maybe a virus. Your machine should have saved states. I would restore to one from before this issue, then download Combofix and blast everything.
I'm no expert but sounds like a virus? I'd get it off the network, restart in safe mode and run whatever you have for protection.
Are you running Outlook? If so, that is common when one of the email servers out there in net land is off line, assuming you haven't gone into the acount settings and made any changes.
I often see it when our yahoo-hosted work email is being updated on the yahoo end. If it's Outlook, go into your email account settings and try the "Test Settings" button. You should see the same popup then if it's really the email causing issues
