For my sister's 21st birthday I engraved some cheap wineglasses with sort of trashy things written on them. One of them said "Ball so hard, that E36 M3 cray" which was kind of adapted from some song lyrics. Probably would be wierder for a parent to do that rather than a brother though. But side note, I can engrave things for a pretty small amount. Google money, iMoney is a good idea.
One year recently, my aunt made her a metal tree sculpture thing that can be hung on the wall and she can use to hang her necklaces.
If one of them likes vintage sort of things, a record player might be good, even if they never use it.

Mine is 18, she wants a tortoise. Girls at that age are unpredictable.
On the upside we are working together to design and build the tortoise habitat. She has to research the best way to care for it and what it needs for a happy life and I get to teach her some new tool skills.

I would do the same if I had a daughter. I was so happy that when I met my wife she was already comfortable around firearms and was use to carrying a gun. Heck I don't think there has been a single Christmas we have spent together where one of us did not get a firearm of some sort or accessories for them. This year one of her presents is a stack of magazines for her M1 carbine. All she had for it were two 30 rounders and I got a good deal on 15 round ones so she got a bunch of them lol.
Oh yeah wife is 23 now and we have been together since she was 18.
Ask each one what they think the other would like. If all else fails just get them a gift card to whatever store they like to shop at for clothes. That's what I asked for from my dad.

It depends on where you're from and how you grew up. For a lot of people, maybe even most, guns are shady.
