You're asking if you can put new suspension under your truck. I don't understand what the Grand Marquis has to do with any of this.

I'd just make sure the 70s truck has a title and is easy to register. Then, make sure your insurance company knows about any added value. Maybe agreed value insurance would be a good spot to look.
in IL, there are various plates for different types of collector vehicles. Some are for 'absolutely unmodified' antiques. I'd probably stay away from plates like that, but otherwise I would be very surprised if you had to register modifications of any sort to your truck with the state, as long as the final vehicle is legal (lights, wipers, seatbelts, emissions, etc).
oh, but ditching the rest of the title-less car can be a pain. You may have to chop it up into "I could believe that wasn't a car" scrap metal.
