I might go look at this car tomorrow.
There is an inspection sticker in the window. It is not from Ohio (don't have them.). I don't think it is PA either. I think the PA versions are afixed to the driver's side of the windshield, not center. Does anyone recognize?
Another clue, can anyone zoom in on this trunk sticker more than me? I see Coggin but can not read the line under:

Yep. VA was my first thought as well.
PA is on the lower-left corner and there is usually two, one for safety and one for emissions.
WV uses a single sticker, but they're usually in the bottom corner of the driver's side's windshield.
Google says there are several Coggin dealerships in Florida including some in Jacksonville which is what it says on the sticker.
My 99 Miata had a Virginia inspection sticker in the middle for years before I decided to pay the PA inspection tax.

Ya gotta look at the total tax burden. VA doesn't step on its residents as hard as many states do. Besides, it encourages people to keep cheap old junk on the road longer, which is a win for most of us grassroots peoples.

I can tell you for CT, the emissions and inspection was significantly cheaper in PA than the yearly property tax and bi-annual emissions inspection per vehicle.
I didn't even realize Coggin had a Toyota dealership here. Sure enough there is one. You always hear about the other two big ones.
