Any idea what this is? Quite possibly agriculture/farm related - though none of the old farmers have been able to figure it out yet.

It looks like a ratchet wheel from an old hand winch or machine. It'd have a spring loaded follower that locks into the steps allowing the shaft to only be turned one way unless you release the follower.

Of course it could be something else entirely. Old machines had some beautifully detailed parts even though they were utilitarian by nature.

That makes a lot of sense. I bet it was cast with the holes to save material, as it wouldn't need to be precise or exceptionally strong.
