Where can I get a cheap train horn?

I must admit that there have been times when a really loud horn would have made me happy. 

I want it so loud that people loose bladder control.  But I am betting there are laws preventing that.  

I wonder if I could get a super low-frequency horn to make people very uncomfortable.  Probably another very bad idea.

If someone ever develops a Brown Note horn I'm putting them in everything

A buddy of mine from the model railroad club has one of these. It's ridiculously loud.
