I thought so too, but looking closely at the picture, they have wide black frames and the "eyelids" are tinted but transparent - you can see his pupils through them.
FWIW my mother had those inverse half glasses - 99% of the time you see them, they're the lower half, like a stereotypical librarian looks over. But hers were the upper half.
