Seems like maybe she did but maybe there's more to it.
Makes sense that they'd say family members are not allowed to come unless necessary for protocol, but why do congresspersons have to pay the bill if it is necessary?
If I was required by my place of work to bring my family on a business trip, but the business made me pay their expenses anyway, I'd be pissed.
