That sounds like a pretty killer head start for someone who wants a Seven.
If you're thinking of the company out West that was producing Caterhams (I think), this doesn't look like a Caterham chassis. They have a lot more round tubes and the scuttle is further back. They also didn't have that front bumper. It's more reinforced than a Locost book chassis, though.
I'm both sad & glad that isn't close to me. I sure don't have time/room/money for yet another project, but a Seven clone is definitely on my project list.
