I used it as a parts mover at first but always wanted to make it a go-kart. As you see in its current state I started to cut it down.
I was going to use a motorcycle engine, but then the planning in my head went too wild. Then I was just going make a basic HF Predator engined kart. But I have too much in other projects I want to do and realize the few hundred into a kart doesn't make sense.
So build a kart or a frame and wheels again for its original intent or whatever. Ramps and the dolly it's on are not included, just the cart.

Will I be able to ride (push?) it back to Chicago?

Would not recommend, while riding in a shopping cart is fun as a child, they aren't sized well for adults, especially long road trips.

Last fall I shoved it outside in hopes that someone would steal it, but now it is just starting to rust...I mean Patina.
