I need to add weight and precious little room to locate traditional weights. Would lead shot filled in tube frame compromise the tube integrity? The shot would be filled to the point of no weight shift or transfer can happen.

Weld extra steel to the frame where you need it. And extra reinforcement here and there. Evening out the weight distirbution.

This is common practice on drag cars. Often a tubular front axle will be filled with shot.

Lead shot won't hurt anything but it's difficult to move around once the car is built and you'll need to have holes in the top of any horizontal tubes that you want to install it in.  My preference is to create lead slugs that I can slide into the tubes that make up the side rails from the end.  I can use a combination of lead slugs and steel spacers to move the weight front or back.  That's a pretty standard stock car approach.
