It simulates Government? So... it's non-functional? That explains the blank screens.
Large, complicated, expensive and doesn't work....
But seriously. Looks like it might go cheap. Monitors should be easy enough to use, but the console / wheel might take some effort (hack in current wheel components?). Just dumping the controls might be easiest as noted by Duke.
