Is this what we're looking at?

I've worked on more old Hondas than I can count, and I don't remember anything weird about the late CMs. It's possible, though unlikely, that the nuts are...not staked, exactly, but held in place with a tab that you need to knock out of the way before you can get a socket on them to turn them. But, if you can get a socket on the nut and they're not moving, I think they're just stuck on. Apply a penetrant and leverage, and that should get you where you need to go.

The nuts #18 thread on to the pins #16 in the cush drive. Some times the pins spin. When this happens high speed and torque impacting is you freind. Grab the 1/2 drive impact gun turn the regulator up for max presure and give it a spin. You can try and hold the pins with vise grips but there's not normaly alot of room.
