Not worth the hassle--or from a safety POV. Unless it's a real mess, just sell it and buy a replacement bike. There is always a market for a Rebel as a starter bike.
If you like a Twizzler for a frame, go for it.

Really bad idea unless you like the handling and braking of 60s homebuilt choppers...
