Got a 2002 "donated" to me a few days ago.
Only 1300 miles; appears to be in very good shape, except it doesn't fire.
Gas smells ok and it has fire at the plugs.
Will check all fuel components, but what is the general opinion of these bikes ?
May keep it and try to get a few more HP out of the stock engine.

That is typical for seldom-ridden bikes - the gas turns to varnish and gums up your carb. Will most likely require you to disassemble the carb, clean and reassemble.
It is a fine bike, been around forever and I think is still being sold as the VStar 250. Still it is a 250 and is pretty much a beginner/MSF bike. That one advantage it has is that is the only one of the 250 class cruisers that is an actual v-twin, and some folks are of the opinion that cruisers should be v-twins.
I would ride the heck out of it and keep it around as a spare bike for guests and teaching people how to ride.
I've got an 09 Vstar and yes it's still the same bike. I love mine. Up to 79 mpg so far. It would break 80 on a long trip. I just bought it to run errands with. It needs a 6th gear. I checked on a relative forum and found that people frequently change sprockets to slow the engine down at cruise speed.
Enjoy it, and yes, as little as it should cost to insure and register, it's a great second bike if you feel that you need something larger.
