That being said shovels can be made not to leak but come from the worst era of Harley's, AMF owned Harley during a large part of the shovel run and quality control lacked then. But saying that, a rebuild should fix most of that and most have been rebuilt at least once. Not the fastest Harley but it is about what the timeframe was.
My rule for bikes: if it runs, its worth $2-400. If it has a title, its worth $2-400. If it has a title AND runs, its worth at least $500.

I rode my uncles 67 shovel and that damn bike about shook me off of it.
Looks cheap but title issues are pricey. If you want to ride a harley a 1200 sporty is just so easy. Let the haters hate, I want to buelld a harley sportster with a buell engine, buell front end, etc and make it look as stock as possible. It takes a real man to to ride a harley fast.
