I would say hooligan = streetfighter. Take what was a fully faired big bore sportbike, pull all the plastics (or crash them off, if you're really dedicated to tradition), install a high dirtbike handlebar and a funky headlight. Done.
Nowadays the scene seems to be trending toward the German style, which involves a seriously bobbed rear subframe raked skyward at an extreme angle, in addition to some other questionably tasteful bits of shiny bling.
In the main though, I see streetfighters as modern cafe racers or bobbers: start with something fast, then take off everything that doesn't contribute directly to going faster. Bobbers were built by Americans for straight roads, cafes were built by Brits for curvy roads, and streetfighters started in Europe, built for congested urban environs. Each suits its purpose.

When I was in college, I rented a house with a bunch of guys, when we got there, there was an old CB750 in the back. My friend had a CB550 that needed engine work. Some late night work at the engineering lab at school and you guessed it, presto, a CB550 with a big-ass 750 engine. It was a sweet bike, the frame had to be tweaked to make it all fit but my buddy made it work and it looked really cool, the engine hung kind of low which made it look pretty mean.

Kinda like the KawaBusa above, it's a crotch rocket stripped of all plastic and has normal sit up bars.
