You couldn't build that bike for anything less than $3,000. Does that mean its worth that? I'm not sure. I do know that its not really a highway cruiser.

That means that he knows he either doesn't really want to sell it, or wants way too much for it to compensate for the loss.
At least that's been my experience.
A lot depends on the person. He describes himself as one who gets joy from the building, not the owning or the riding. If you're the type who gets the joy from the owning, it's worth a lot more to you than to a person who wants to make their own.
Be realistic about the machine itself. Don't get too lost in shiny paint and sparkly chrome. The bones themselves are an old CB360. So it's got a spagetti noodle frame that flexes horribly, a rather weak engine, poor brakes, forks that flex and dive, etc. Any modern bike will outrun it in virtually any category you chose. And if all that is a "so what" issue to you, make an offer to him.
